213a HEALTH INSURANCE STUDY COMMITTEE

I. PURPOSE

The purpose of this policy is to provide for the structure and the operation of health insurance study committee as required by the teacher master contract.

II. GENERAL STATEMENT OF POLICY

The teacher master agreement states the following: ‘ The selection of the insurance carrier and policy shall be made by the School District as provided by law. An insurance study committee composed of at least fifty percent (50%) teachers may make recommendations to the School District relative to the selection of the insurance carrier and policy, but final decision on a carrier will be made by the District.’

III. APPOINTMENT OF THE HEALTH INSURANCE STUDY COMMITTEE

A. The school board hereby appoints the following committee members:

1. The President of Fertile-Beltrami Education Association or designee

2. The negotiators for the Fertile-Beltrami Education Association or designees

3. The Fertile-Beltrami School Board Chairperson or their designee

4. The School Superintendent

5. Two group health insurance policy holders who are not members of the Fertile-Beltrami Education Association one of whom shall be a retired group health insurance policy holder.

B. All committee members with the exception of the School Board Chairperson or their designee and the superintendent shall be group health insurance pool members.

IV. PROCEDURES FOR THE HEALTH INSUANCE STUDY COMMITTEE

A. All meetings of the committee shall be open to the public in compliance with the Open Meeting Law, and notice shall be given as prescribed by law.

B. Actions of a committee or subcommittee shall be by majority vote.

C. A secretary who will record the minutes of actions of the health insurance study committee shall be designated.

D. The committee shall make recommendations to the school district as to the selection of the insurance carrier

E. The committee shall make recommendations to the school district as to the types of policies including, but not limited to deductibles, copay levels and maximum out of pocket levels.
